How does a banner affect page ranking?

The site is planned to be shown on holidays and not only through a block of discounts for services. There will be a small text of up to 100 characters in the NOINDEX>DIV tag (or is it better without noindex?) just below the site header before the main content. How can such a block affect the ranking of pages?
Logic suggests that nothing bad should happen - this is a benefit for the customer, but human logic is different for search engine algorithms, who knows what and how they calculate inside there. Share your knowledge and observations on this situation.

I also think that nothing bad should happen from a periodically appearing block of discounts, closed in noindex.
If there is traffic on the site, there are regular customers, then moreover, a block with discounts is more likely to have a positive effect on behavioral factors.
I would leave noindex in order to avoid a situation where the text and link are in the search results, but the real block is no longer there.
