How do you create tiled levels?

Hello!
Can you please tell us about your experience in creating tile levels?
I think I'm doing it too hard. Here is the algorithm of my actions:
1) I create a level image in Photoshop (with reference to future tiles manually, on a grid)
2) I cut the image into parts using my micro-utility
3) I delete identical tiles (with a third-party utility)
4) I create a sprite sheet with TexturePacker.
5) I build a level in Unity3d (I use the Tile Editor asset)
So I feel right that steps 2-4 can be automated (and maybe others), but I don’t know how.
Would be grateful for advice!

There is also an interesting www.ogmoeditor.com , it is better tailored specifically for tile games than TileD and in some moments it is more convenient. While TileD has more options.
