How do you apply the design from the PSD to the application?

The designer gave the file in PSD, when trying to pull images from layers - icons, etc. the result is not very high quality on devices with high resolution, plus you can’t pull everything out of it, for example, the view of the player is presented, while the composition is playing, the pause icon is shown, there is no playback icon, but you need to do it in the style of the pause icon. Am I supposed to do this myself, or am I misunderstanding something? With the progress bar, the same story - the fact that it is drawn is good, but this is not a standard progress bar, and its PNG image does not give me anything. In general, should the design of the final application completely match the layout of the designer, or does the developer try to "fit" the application to the design every time? How to work with PSD correctly?

depending on the design and the price of the issue, we will lower the price; it is not relevant to the case, but it is necessary to lay time for a non-standard design.
If the design does not have everything that you need, feel free to talk about it - they say that the progress bar has such and such states, they must also be drawn, the same button has at least 2 and in fact 4, etc. ... all this is necessary take into account, it should also be for different resolutions and with sizes so that you do not guess by eye (sizes in dp and sp)
PS design ideally see before starting work

not applications are adjusted to the design, but the design is made to applications

If such a dance has begun that I will have to cut resources myself, then I require a layout in a vector.

It happens. Require layout in vector or with sliced assets. Chat with a designer. What if the designer had something else in mind (lack of a playback icon, for example). You are doing a common thing and are equally responsible for the result of the work.
