How do they make a mobile application - a version of an online site?
Good afternoon!
I have about 42% of visitors on my site from mobile phones, I want to make an application for smartphones - a version of the site.
The goal is that everything that is added through the application appears on the site, and vice versa.
I was offered two options: 1) wrap the site in an application and how the user downloads the mobile version of the site as an application
2) make applications from scratch based on the site, that is, all functions will be. But you need REST-Api, which is not yet on the site.
Please explain, and also link to all important information about this.
Since I know that even with the development and improvement of the functionality of the site, there are many problems, but here the mobile application is still a dark forest for me.
How to understand if an android developer is good at his job.

What to explain something? All right, they said: either a webview, or you need an api.
Try to start small:
Web Application

icon in the browser is suggested to be installed on the launcher,
and the icon will launch the webView with your adapted website
