How do people bypass Direct moderation?

There was a site with roulette and with traffic from advertising through Direct. After some time, the account in Direct was blocked. Later it turned out that this was due to the presence of a roulette wheel. Re-configuring and going through moderation for the same requests is not possible at all, but at the same time, a bunch of similar sites are quietly hanging in the same way in advertising and new ones are constantly appearing.
Tried to hire a couple of highly rated freelancers. We registered a new domain and an account in Yandex.Direct. He could not achieve anything even trying to set up a test company for the same competitors who are already advertised for the same requests. Moderators now do not explain the reason why this is happening at all, or they give very little information after long squabbles and disputes.
