Those. when you click on tab, the list is not created. Tell me what I'm doing wrong? Maybe special settings are needed?

Emmett sometimes glitches.
You need to make sure that in the vscode settings in Emmet there is a checkmark "expand abbreviations by Tab"

You can try to expand with:
F1 and in the window that opens enter: Emmet: decrypt abbreviation

Or with:
ctrl + space, and an autocomplete window should pop up there, one of variants of which should be emmet with the function expand the abbreviation
