How do I set up a server to manage it through Computer Management?

You need to manage the remote server through a snap-in on the local computer ( support.microsoft.com/kb/308423) See Using the Computer Management Console on a Remote Computer .
All points are fine, the connection is successful, the users on the server are displayed, but if you try to create a new user, you get an error - "Access denied".
The account under which I connect to the server is an administrator account both on the server and on the local machine, locally on the server everything is created normally under this account. Local OS - Windows 7 Pro.
Where is it disabled or prohibited? Where to dig?

In PowerShell on the server:
Get-Service RpcSs | ft Status if stopped - run
Enable-PSRemoting -Force
---------------
compmgmt.msc - are you talking about this snap-in?
