Actually the question is in the subject - How to complain about an application on Google Play? I installed an application for learning English words, called Words (developer ulilab), paid for it. But then it turned out that in case of changing the phone, resetting, etc., you need to pay everything again. Developers do not respond to emails. I just had some kind of failure on my phone and the application asks for money again. I read reviews on the Market - people write about the same thing (the developer also does not respond to comments). It looks like some kind of divorce.
It's also on the Appstore, as far as I know.
