How do I redirect to a web page when I first connect to the network (on the first request from the browser)?

Objective: Show the page with "news" when the user connects to the network for the first time in a day.
How this is done on routers is written a lot, but I did not find how on linux.

If the question is easily googled, please write the text of the request. Thank you.

The network is organized on a gateway with Debian+iptables+Nginx+DHCP.

Users need to be "identified" by mak or IP, all with personal laptops and phones.
