How do I properly configure ABPs in Exchange 2013?

Hello, there was a problem in delimiting the address book for mailbox users.
There is a head office and remote divisions, each remote division includes several users, the task was to ensure that the users of each remote division were isolated from each other (they could not see each other's contacts), but at the same time they could see all the contacts of the head office, but not including distribution groups.
I tried to create an address and global list with office contacts, without distribution groups, and assigned these sheets in the policy applied to remote departments. At the same time, the differentiation of rights works as we would like, but at the same time, office employees cannot send letters to remote departments, an error is returned. I googled the error and it turned out that in order for office employees to send messages to remote departments, it is necessary that the contact of the remote department is included in this created global list, but it turns out that if you add it, it will already be visible to everyone else ...
Tell me how to do it right configure ABP in my case?

it's somehow wild that employees of one office cannot see contacts of remote offices and vice versa IMHO
