How do I get Visual Studio 2013 for Web to work with a database?

The essence of the problem: Visual Studio does not want to work with databases. Not at all.
It doesn't let me create a database through Server Explorer.

If I create a database through Solution Explorer and then connect it to the site, the situation does not change and I simply cannot manage the database.

I did not find any solution to this problem in any tutorial.
All these problems started when I installed update 4 for VS. Everything was fine before.
I also have SQL Server installed.

At a minimum, it is not specified what exactly this code should do. And without this indication, it looks like some kind of black magic. It is especially unclear why exactly 1..36, why 37..54, all such values ​​are highly desirable to be taken out as constants.
The variables k and m are also completely incomprehensible what they do and why they are introduced, moreover, they are not even initialized!
