How do I get my recent downloads folder back on macOS?

I accidentally deleted the recent downloads folder from the Dock, I don't know how to get it back.

The Finder now has an empty Recent folder, I would also like it to work.

In the "Settings", most likely, saving the list of recent files is turned off.
