How do I fix my Facebook ads issue?

Facebook automatically disapproves all of my ads, no matter what photo or caption I use. Even the advertising text is replaced by advertising. FB claims that this is because their advertising policy is violated based on "personality", although we are very careful not to do so. Also, Fb has occasionally mentioned that it rejects ads due to a 'non-functioning page, even if it works great! Tell me how to solve this problem with Fb ads. (Announcements, headlines and copy in Dutch, not English)
