How do I delete an instance in AWS?

I select the instance in the list that I want to delete, I press the terminate and see how its status changes to "stops" and after some time to "terminated" then the bish is deleted. But after a minute, the same instance appears again in the list, launched with the same parameters, and the one that was deleted also remains and the deleted one disappears after a while.

I tried to delete it many times already, but every time it is reborn.
It is necessary to create a new instance, but because of the fact that it is not deleted, there are not enough quotas and it cannot be created.
Here's the problem. Tell me how to delete it permanently and release the quota.
Googling came to the conclusion that this problem arises for many, but I did not find an answer to it, I think the question will be of interest to the community.

you either create an instance of beanstalk or an autoscaling group, remember how you configured this instance.

Terminate is the uninstall and it works fine.
Is this your personal account? Has anyone used it before?
I think autoscaling creates an instance
