How do I deal with the TK that the proger wrote?

I had a detailed description of my application and design. But the proger said that you need to do a normal job, I paid him money and he made it in a Word document!
But in my opinion, much has not been added there, and not since I have some moments, I don’t understand half of it at all.
Now he threw his TK to me for approval, I tell him this is not so, they forgot this - he is like that - but yes, for sure, but don’t worry, everything will be as you need.
That is, I paid him grandmas and I still have to ship everything for him, is this a normal situation?
Or should the proger provide an ideal technical specification and not so?
I also tell him, ok, do it your way if you think that it is completely ready BUT we will also attach my TK to the contract in case something is missed in the application or done wrong, then finish it.
And he flatly refuses to attach my TK on such conditions. just some tin.
If there are programmers or people who did the TK, tell us how this process went, what should I do in this situation?

Let's clear up some points:
T3 indirectly helps with the definition of the functional. But usually not descriptive in the spirit of " this button is pressed softly ".
The developer wanted a technical t3 from you. I can't know, but my experience is that he is aware that you won't be able to write it and decided to earn it. With technologies that are convenient for him. I met situations when in T3 there was a set of words ` Horse, star, sour cream ` (replaced with special terms) for the illusion of the work done.
It's absolutely fine to show t3 to another developer and ask him what he thinks about it. Cheating can be easily explained even to a person far from programming. See my $1200 tweet.
It is no problem to attach a general description of the project. Why the developer doesn't like it, I don't know. But not finishing t3 and saying " don't worry everything will be as you need " - he says that t3 was not really needed initially.
I did not say anything requiring special knowledge, just-pop-cross out . Be careful.
