Is there any template for creating TOR for a project/feature?

Preparation of terms of reference

All kinds of lean approaches have formed a lot of all sorts of frameworks and approaches in order to gather thoughts together and consolidate ideas and approaches, all sorts of canvases and maps.

Is there anything similar for development to quickly throw out the terms of reference? To push to describe the main thing, not to forget anything, but not to be sprayed on the description of a hundred pages of a description by ieee / gost?
