How do I configure Orchard2 to listen on a non-localhost IP?

Once built, the orchard2 project is running and listening to localhost but not listening to a non-localhost IP. I tried to add a non-localhost IP to the settings.txt file, but the project doesn't read the settings from that file. Tell me how to configure Orchard2 so that the project listens to a non-localhost IP?
