How do I arrange for bidding on non-Windows operating systems?

Good afternoon!
There were problems using EDS/ES on systems other than Windows, and even under Windows 8.1 there are big problems with using EDS/ES on the websites of official trading platforms, for example:
sberbank-ast.ru
utp.sberbank-ast.ru
roseltorg.ru
zakazrf.ru
rts-tender.ru
etc.
Under Windows 8.1. there is no certified CryptoPro CSP (versions 3.9 and 4.0 are suitable, but they have not yet been certified).
Also, under Windows 8.1, I did not find the opportunity to roll back to Internet Explorer 8.0 / 7.0 (but everything seems to be working in compatibility mode)
And how are things going with all this on other platforms? linux/Mac? How is it with ActiveX support, Capicom and a crypto provider?
Share your experience please.
ps The logic of some sites just kills, and their functionality makes you bang your head against the wall. And if you look at state sites:
zakupki.gov.ru/wps/portal/base/topmain/home
zakupki.gov.ru/epz/main/public/home.html
, then the changes are far from being for the better, and user interfaces they didn’t know how to build, they still don’t know how, searching and downloading documentation turns into torture.

active x is a pure ms thing, put on other systems only with crutches.
Certificates and so on in other systems, you need to install open ssl and work with it.
but for Russian trading platforms it is meaningless, because. except for windows, we don’t write for other OSes and don’t expect that someone uses them, especially in the state. organizations and many banks.
ps Recently, there have been more and more rumors about the transfer of state. institutions on open source software, if this is true, then the situation may begin to change.
