How do HR and employers treat job seekers who have their own website?
Do I need to indicate on my developer resume that you have your own website/blog? Once at an interview, they asked the question: "Will you work on your site during working hours?" If you say you won't, they won't believe you. And if you hide the fact that you have your own website and then they find out about it, will they also think that you are deceiving them? Please share your experience on how to proceed.

And if you said that you are engaged in knitting, she would ask if you would knit during your working hours?
A blog, a website is more of a way of self-realization and a hobby than a job (well, I see it that way).
A good website means you are able to create and maintain a product.
A good blog means you are able to explain what you know, are willing to share your knowledge (this is a huge plus!) or at least know how to translate from English and want to develop.
Do not worry. In interviews, you don't hear that much either.

It strongly depends on the level of the company, if it's a small studio - it's better not to say. If a large company, then there are many who can have such. If this is not just a blog, say that this thing is technological and helps you swing in some direction, then it should work fine.

The question is initially not clear why asked. Yes, your site is a lot of pluses and no minuses! 1. Practice 2. A good example of your capabilities 3. A useful hobby that positively affects your work 4. Also an indicator of determination 5. An opportunity to try any technology on live material, and not in theory. Here you should boldly indicate it in all resumes.
