How difficult is it to tie a payment system and a money withdrawal system to the site, having the status of an individual?

Making an MVP version for a web service. We have 2 options: 1) Attach the payment system to the site, and users of our site should be able to withdraw money to their bank accounts. 2) Do not fasten the payment system for now and allow transactions to be made directly. The question is how financially and time-consuming it is to screw up payment systems for individuals. Given that in the case of fastening the payment system to the site, we will need 2 main functions: 1) Payment acceptance. 2) Withdrawal of funds to users on their bank accounts. I would like to test MVP at the beginning, so we count on minimal financial and time costs. Thank you.

As far as I know, it is impossible to legally do this in the Russian Federation.
