How difficult is it to port an old game from PC to mobile platforms?
What skills are required for this?
The game is almost all text based.

It depends on what environment you will do it in, if in Android studio (Eclips) then Java
If in libgdx then again Java
If EU then c ++, Unity then c #, CoronaSDK - lua
But in your case EU and Unity will not work if it is text then Android studio (Eclips)

If you just need to run the game, and the game is under DOS, then you can use the DosBox emulator for mobile platforms.
