How detailed should skills be on a resume?

Good afternoon.
The question is: should skills on a resume list technologies that seem less significant than the main ones. For example, I'm developing with React.js, but along the way I worked with different APIs, sockets, workers, streams, etc. That is, I have these skills, and I can use all this in my work, but I don’t know if this will clog the list of skills? And it seems that you can’t indicate this in work experience, because these are still secondary things in projects.
Another wording of the question: starting from what "utility level" skills should be indicated?

You can write something like "Additionally I know: ..." or "I study". It certainly won't be redundant. These are your advantages, albeit small ones.

Usefulness level - specific well-known languages ​​and technologies and a level (basic, advanced or junior / mid / senior), you can use your own scale
You need to specify the parent technology, that is languages, frameworks, operating systems, and major products that differ significantly.
For example, it makes no sense to specify basic SQL ownership for oracle/mysql/postgres, because at a basic level they are similar. But for example, advanced mysql and advanced oracle sql/pl are already different things.
Just like oracle sql and Oracle database administration are also different things.

One programmer recommends keeping one general resume, where you describe all the skills, and preparing another for each vacancy separately. This is due to the fact that at the preliminary stage your cv will be read by hr, who does not understand anything in technology and his main task will be to find the best match for the requirements. If java core and android sdk are declared in the conditional requirements, and you give them a list of fifty frameworks, I'm afraid this cv will fly into the trash.
