How dangerous is it to use layouts?

Situation:
A person comes to me with an idea, no money for implementation, asks for help.
I’m kicking ass in design and I say: “Dude, let’s look at the layouts on site X, choose and I’ll roll up your site for you”
Site X is a site where layouts are freely available (you can download it for free), but marked " you can download it for viewing only, you need to pay to use it"
How "dangerous" is it to use such layouts in work products?

In reality, it is unlikely that they will scan the entire Internet.
But it's actually illegal.
If your person does not even have money to buy a model, and now they cost a penny, you would not contact him.
If a person has not earned a penny even for this, he is hopeless.
