How critical is the duplication of the menu and catalog of the site on desktop and mobile?

A menu was made on the project, but the menu for desktop and mobile is duplicated in the code. Those same links 2 times. Developers say it doesn't matter.

In general, the question is, does it affect (negatively) this for search engines, more Google or not?
