How can you tell if a site is pessimized?

9 months ago we launched a site for the rental of special equipment .
The site has almost zero visibility, it cannot be found in Yandex even using large pieces of text wrapped in "text", there were suspicions about the articles and they were rewritten.
Google is all right.
There is a suspicion that the site fell under the filters of the ACS - but it is not clear why. How to determine if a site has fallen under the ACS filter and why?

The site has a different kind of problem.
Out of 26 donors:
  1. 1 has a trust of 58 on the CheckTrust service, the rest up to 10, i.e. donors are not only weak, but none at all
  2. 10 pieces with spam on average 45 - 70, i.e. quite a lot of spam donors

With such donors, there is no need for enemies (C)

So what's the deal?
SEO audit will allow you to find out, where you can see the spam of texts, linking, and so on.
Now I will give examples that are immediately evident.
For example, let's take a request with a frequency for the MSK region: rent

  1. by topic - competitors (located in the TOP-10 of both PS - Ya / G) have at least 500-1000 pages, on your 15
  2. the quality and quantity of the reference mass is also inferior (mentioned above)
  3. your site has an IQ of 10, competitors - at least 40. By the way, such an IQ figure is worthy of a young site 2-3 months of creation, but not 9 months.
