How can you justify the need to organize FOCL communication services in a tender?
Good day! Wrote the terms of reference, put up a tender for the organization of Internet communications in the branches. Like we want a normal wired Internet, one frame was drawn and I wrote a claim that based on P12-1-01-13945 "On technologies for the provision of telematic communication services and methods of organizing communication lines" that the supplier has the right to choose the technology on which he will provide Internet access. And a satellite will be installed in the branches, but we do not need it.
There are some arguments that can be countered. The requirements themselves:
The connection of the end (client) equipment with the access node of the provider (communication operator) must be carried out through a physical communication channel in the form of a wired line using Ethernet connection technology using a fiber-optic communication line or Ethernet twisted pair, or using xDSL technology over a copper cable .
The type of cable connector provided to the Customer is RJ-45. The routing type is static. Communication services should be provided without traffic restrictions. The Contractor must ensure that the secrecy of communication is observed, in particular, not to disclose IP addresses and other network settings of the Customer to third parties.
The Contractor must provide access to the Internet 24 hours a day, 7 days a week, without traffic restrictions, with the allocation of at least one external static (real) IP address for each access point. The provision of services includes support for an access point, support for a static (real) IP address.

Write in detail in the TOR the requirements for the quality of the Internet (QOS, delays, traffic losses, etc.), for the SLA for troubleshooting, for the provider itself, etc.
As a sample
Another option is to write a technical specification not for the Internet, but for a private network (IP VPN), but this, of course, will be many times more expensive.
More bandwidth, ping and allowable packet loss less add - all satellites will fall off immediately. Well, or, at least, they will no longer be able to compete on price with wired options.
well, let him also provide a ping to the head office in 20ms
, well, the decision of the FAS on a similar case may come in handy

1. Try to immediately publish in the classifier, wired Internet services. I do not remember exactly the codes, but they differed for wired and wireless connections.
2. Try to specify the approximate limit of pings, preferences for the entire purchase of one Provo
3. Try to order MPLS VPN instead of the Internet, if you need Internet connection
4. You can compose nonsense like VPN traffic cannot go beyond the Russian Federation, then what the hell Elon Musk will recant about the impossibility satellite fishing from China.
5. Shot I doubt that Sputnik will be able to sanely compete on price even with ADSL, so it’s unlikely that he is there, he will be able to claim something real other than participation
as an option for public procurement, find the TK DIT of Moscow for communication services and write off from there.
