How can you detect an attacker, having Yandex logs and bitcoin exchange logs on hand?

When I logged into my btc-e account today, I did not find any funds on the account. In the transaction history, I saw that everything was transferred to an unfamiliar wallet. Funds worth about 2 bitcoins. The btc-e account was registered to Yandex mail with the same password. Yes, weed.
When transferring funds, the exchange sends a confirmation letter. The Yandex logs show that the attacker went to the mail several times, read, deleted letters. At the same time, it has dynamic IP addresses and one provider.

Now the question is: how can an attacker be detected, having Yandex logs and stock exchange logs on hand? Is it within the competence of the Russian police to bring to justice a person from a brotherly state and, ideally, return the funds to the account? And what actions should be taken for this?
