How can VGA cables differ?

Hello. The second time I buy a VGA cable and the second time the monitor does not work as it should - it ripples with roughness (or floats, but another monitor). The cable was specially checked when buying, it worked on the seller's machine.
I take a working VGA cable from another computer and it works fine. It is obvious that the cables are somewhat different, the question is how? Perhaps the key value is 30V and 300V on the working and jamb cables, respectively.
I need to decide on the parameters in order to buy (replace with) a working cable this time. I'm not strong in iron, so I need your help. Thank you.

I also have a whole package of cables. I spat and bought the most expensive one - it turned out to be a good option.

This can happen if the PC and the Monitor are included in the same extension cable that has a third contact for grounding. In this case, there may be parasitic interference. Try to temporarily tape the side ground terminals on the monitor's power plug so that there is no electrical contact with the extension cord.

Is it possible that the problem is with the monitor? All my life I buy myself VGA and HDMI - they all work equally well.

Try connecting the monitor, for example, through an uninterruptible power supply if it was hooked up directly, or vice versa (directly if the UPS is enabled). Perhaps the results will be different. Cables may differ in shielding, number of conductors, etc.

now they put thin cables with a bad screen to the monitors. I tried it on old cables that are 2 times thicker, there was less interference.
In general, for a long time I refused to sell to friends and buy LCD monitors with one VGA input, now you can pay a little extra and buy Philips or, at worst, Elk (Aoc) with hdmi or dvi. No matter how you set up and choose a cable, the problem of not a clear image will remain. and light pickups will not completely disappear.

KRAMER VGA cable (C-GM/GM) - we have been using it for many years - we have never had any problems (from 0.9 to 30.5 meters).
