BU server, which one is better to buy?

There are a couple of options for BU servers, and there are a couple of questions.
Is it worth buying a used one or is it still worth building a new one?
For what purposes: you need to raise 5-10 VDS, three will have a windows server and the rest cent os
and

debian (6500 per piece)
PS: available funds 150 000r. they still need to buy a rack.

Look on ebay for the English office Bargain Hardware - they have good prices. True, they don’t send it to the Russian Federation, but you can drag it through intermediaries or friends (I dragged it through Finland).
There is also a German office dedynamix-solutions-de (look on ebay.de. I had no business with them, but only positive reviews). They send iron to Russia. For example, they have
HP-Proliant-DL360-G6, 2x 5650 6s, 96GB (12x8GB), P410 costs 600e (you can try to negotiate a VAT refund) + 100e delivery to Russia.
