How can the same effect be achieved?

How to make pane NavigationView have the same look as in the screenshot (meaning the visibility of the background through it, also the background color of the panel is not always blue)? The screenshot was taken in a standard mail client for Win 10. The best thing, of course, is to get an answer on how to do this through xaml and C #, but I would also be grateful for a tip on the algorithm that could be applied here. I tried AcrylicBrush but didn't get the same effect.
