How can the contents of a file be decrypted?

How can I decrypt the content in the file file.xml in the lines "PATCH_STRING" and "lockit.data.ru" at the link: https://yadi.sk/d/_-8KgQ5JfI3bhA ?
In the line "PATCH_STRING" it seems like base64 mixed with URL, but I don't understand what other characters are there.
And in the line "lockit.data.ru" it seems like a hexadecimal code, but the decryption does not lead to anything, to some kind of encoding that is not recognized by anything from familiar tools, similar to UTF-8, but not it.

It may well be that nothing - without knowing the structure. There may be a banal binary (encrypted in base64) and figs you will decrypt it without understanding what is inside at least maybe

1. Xs what is the binary format inside, but after urldecode and base64 decoding, something more or less readable, but not understandable, turned out.
There are some random bytes at the end. Some kind of
2 MB picture. It looks like some kind of binary format for localization, because the structure inside looks like key-value pairs, where, apparently, some kind of object identifier is used as a key (I saw the names of fish, such as great barracuda), and as a meaning - a Russian word (for example BIG BARRACUDA). Before each line, its size is also indicated, and between the pairs there is a separator (like)
Judging by the mentions of the unit in XML, I would look at all sorts of formats that are used with it.
