How can organizations pay foreign contractors – freelancers?

Hello everyone, there is a need to attract foreign performers for short-term contracts (not one-time jobs).
Can you recommend such a service (preferably global), which will be the general contractor for us, and will pay these contractors themselves for a reasonable percentage?
And it is highly desirable that payments be made to contractors on cards issued by this service, because. contractors are often individuals and would like to keep these incomes a secret from their local tax authorities (because the cards are issued by a bank abroad for them, or even not a bank at all).
As far as I understand, Payoneer is such a service, but they ask for a much larger amount of payments to conclude a contract than we have.
They advised Upwork, but neither we nor the contractors are registered on it and I'm not sure if it's worth it to start.

Freelance exchanges are focused on the service of providing contractors, but we are looking for them ourselves and we just need to transfer money to them in a way that is safe for both parties. To start a relationship on a freelance exchange for this is superfluous.

Introduce an intermediary yourself? Do you know what you want to get from performers and are ready to give money to others? What for. There are a lot of payment systems, communication is almost everywhere. What are the problems?
