How can I use a remote (territorially separated from the phone) SIM card of a mobile operator?

There is a SIM card that does not work at its location (the operator does not provide its services here). There is a telephone in the place where the operator provides its services, but it is not possible to deliver the SIM card there. Between these two "locations" there is a good Internet connection.
The task is to use this SIM card remotely.
What possible solutions did he think of himself:
1. Try to forward the interface of the SIM card like forwarding the COM port through the internet.
2. Use the capabilities of the Bluetooth Remote SIM Access profile.
Can someone solve a similar problem or offer advice on the implementation of the options I proposed?

Read about the SAP interface and the OsmocomBB project.

Together, they will allow you to set up a SAP server on the side of the SIM card, and on the other side connect to this remote SIM. However, the source code for these projects is rough and you are likely to be limited in what you can do.
