How can I stream a large number of photos?

Hello.
There is a task to process 30000 photos.
Processing functions:
1) convenient cropping
2) blurring (blurring) of the selected area
1 and 2 are conveniently and easily implemented in Yandex screenshoter, but is there something similar for mass processing of photos?
From the comments I see that there is not much understanding .. It is important to spend as little time as possible on processing. Before that, we used a fastviewer, but in it only fast cropping is possible, but unfortunately there is no blur.
Fast means that in 1 key combination the corp is called, the area is corrected, the inter is pressed and the problems fly off to the next photo.

Photoshop is actually an option.

1. Перетаскиваем фото из боковой панли Bridge или проводника. 0.8-1сек
2. <C> выделяем и <Enter> - обрезали. 1 сек
3. <M> выделяем и <Ctrl+F> - заблурили. 0.7 сек
4. <Ctrl+S> и <Ctrl+W> - все - goto start

In order for Ctrl+F to work as a blur, you need to apply the blur filter once with the necessary parameters - then Ctrl+F will apply the last filter.
Well, the main plus is extensibility - you can select different blurs or areas, make fades, etc.

lightroom blurring is done with a brush, cropping with a mouse) it takes me about 15 seconds to blur and crop a photo.

XnView as an option, but only for cropping and only for JPEGs.
1) open photo
2) select crop area with mouse
3) Ctrl+Shift+X (crops and saves the file with the same compression level, works only for jpg)
4) PageDown to go to the next file.
