How can I set the page to automatically scroll down when it is refreshed?

If it's important - Firefox Developer Edition, worth the handy AutoReload plugin. It's just terribly annoying every time you save / update to poke the browser and scroll down. Of course, you can write a simple script yourself, but something tells me that there are more direct ways =)
