How can I set the block height to be exactly 66px when 1px in the browser is not equal to 1px physical?

The first block is set to height: 66px; if you inspect this element in Chrome DevTools, it will clearly show that the height is 66px; but if they measure with a ruler then - joxi.ru/n2Y5M0RtjeOR12 (in all modern browsers the physical height is greater than 66px) but for example in opera 12.14 exactly 66px joxi.ru/gmvgDV6hx1zQN2 or ie 9 joxi.ru/5mdMVnNuv85KW2
The difference in scale between opera new and opera 12.14 at approximately 25%
Tested at 100% zoom

Checked in Opera 34 and mozilla 41 everywhere shows 66px both in the inspector and physically. You probably have some kind of increase in the operating system settings
