How can I send a QR image to a mobile device's scanning application from a website that is open on the same device?

We have a QR image opened in the mobile browser. That is, the camera cannot be used. How to make a link to this image so that when you tap on it, the image would be transferred to the scanner? You can, of course, save the image locally and load it into the scanner, but I would like to tap.
Why might this be necessary? For example, VCARD is encoded in QR.

Didn't you think that tapping on the image should just download the VCARD file? What to drink for cycling?
