How can I receive Chinese letters in the mail with charset=windows-1251 in a PHP file with the mail function?

I have a contact form on my site. The handler PHP file has charset=windows-1251. English letters come to the mail as they should. Russian letters in the subject of the letter are also in order. But in the letter itself, it’s not just krakozyabry, but pure beautiful Chinese characters. For example, this is 孝械褋褌懈薪谐 悟忮蜩螯: 孝械褋褌懈薪谐 in place "Testing Reply: Testing". I don't even know what to grab onto. The PHP handler seems to be in order, maybe the jQuery script is corrupting something, or the hosting through which it comes, or it's GMail glitches. Krakozyabry I would still expect to see there - but Chinese letters? By the way, while I do not know how to fix this, is it possible to somehow translate Chinese letters into Russian? The usual transliteration "translates" and Google, Russian letters expressed% 20% - Wikipedia. And then even a photo of the keyboard with the Chinese layout did not help.
