How can I read the nodes.dat file with addresses to connect to the kad network?

How can I read the file to connect to the kad network www.nodes-dat.com (the programming language is not important - it can also be in the form of documentation). And are there any source codes for examples on organizing a kad chat (even the most primitive ones)?
