How can I prevent the keyboard layout from switching automatically when switching between windows in Windows 7?

When I used win 7, xp... somehow I didn't notice this problem. But when I switched to win 8.1, I immediately noticed a trick there that the keyboard layout in all windows is the same, i.e. in one RUS, then in other RUS. But here recently I had to use win 7 and win 8.1, and I'm already used to working with one layout on win8.1, so I feel inconvenience on win 7, which is very annoying. Is it possible somehow in win 7 to make ONE layout for all windows as in win 8.1?

In win 7 you can't, but you can use this https://github.com/LyapaPikka/ChangeKeyboardLayout .

uncheck "Allow me to choose an input method for each application"

Looks like I found a solution. Punto Switcher - settings - general - basic - single layout.
