How can I organize a network for a small office on a budget?

How is it possible, without resorting to the services of cable providers, to organize a budget network in an office for ~ 10 machines? There is a network printer, preferably with SIP-telephony.
In addition to Yota with some kind of LTE router, there are no options? Which of the LTE routers has good signal reception?
