How can I make the user account a system account?

There is a computer which is included in the domain. He does not have access to the "Network Logon" service and, accordingly, the "Time Service" does not start, due to which there is no Internet on the computer and other computers do not see its shared drives. What should I do if I can only start the Net Logon service with administrator rights. How can I make the user account a system account?

Netlogon must be run under "Local System Account"
Windows Time Service should be run under "Local Service"
