Ide from jetbrains, for example, webstorm. not by hotkey, but they can expand abbreviations into a predefined text / code.
there is also a separate software for this, google text expander.
I use Ditto portable, it stores everything that was copied to the buffer, conveniently.
UPD: Punto switcher can, by the way, both clipboard history and hotkey insertion, and also recognizes abbreviated sets for substitution, a la "cookie" => "hello dear friend".
UPD2: hotkey master - can manipulate the selected text, for example, surround it with tags / quotes, in short, it's also a useful thing.
