Read the openssl manual (section "ca").
Just keep in mind that your root certificate will not be automatically trusted by clients and will need to be installed manually for each of them.

Deploy Certification Authority and issue. But:
- Your certificates will not be trusted anywhere, except for those places where your own root certificate is set as trusted
- It is impossible to install your own root certificates in some places - for example, Windows Phone, in some you can, but you are constantly anonymized - Android
