There are about 50 such boards (LG NA 2000 NC 2000 media players) that are connected to LG 42VS10MS TVs and broadcast videos or other information transmitted over the local network to each TV.
All these TVs are located in different places on a large area of ​​the building, on different floors. And here's one way to turn off this TV - press on the remote control D.U. power off button (as on a regular TV at home). When you press the remote control, the board turns off: on the TV screen, you can see the standard shutdown of the computer under windows XP. In other words, he came up with the D.U. to the TV, pressed the power off button on the remote control and the board connected to the TV turns off like a normal computer. The problem is that anyone with an infrared port on their phone can turn off this TV(s). which happens not infrequently - petty hooliganism.
fpinger has a map with the location of these TVs and thus you can understand where it was turned off. an alert pops up.
Then you have to turn it on through the Wake on lan programs and it does not always work.
The wake on lan option is also suitable, but I don’t want to mess around with it: namely, when the board is turned off from the D.U panel, it would simply reboot. that is , instead of shutdown -s, shutdown -r -t 0 would work.
Simply put, how to reconfigure so that in any case windows reboots, even if it is turned off in any way (start-up - shutdown - and it reboots).
I tried to configure in the power supply - "When you press the power button - do nothing." But when you turn it off with the D.U. then on the screen there is a warning that the PC is turning off and after 5 minutes it just goes out, as if to press the power button on the system unit and keep it pressed until the computer turns off.
I did the same "script execution" shutdown -r -t 0 "before shutting down" in the gpedit.msc settings - but this does not help.

The shutdown.exe file is missing in the system32 folder, and yet the PC is turned off from the remote control.

There are rights for this!
gpedit.msc - local policies - assignment of access rights - system shutdown.
gpedit.msc - local policies - user configuration - administrative templates - start menu and taskbar - deny access to commands shutdown
We take away the user's rights and he will not be able to turn off the computer if he wants to.
