How can I limit the change of the status of a task, depending on the statuses of subtasks?

It is required to organize a complex workflow in which two performers work on the same problem in parallel.
Suppose there is an initial task that is performed by one executor. It is assumed that when a task enters a certain status, a subtask will be created for this task in another tracker, which will be performed by another executor, while the status of the first, parent, task cannot change until the subordinate task (all subordinate tasks) are in a certain status.
It would be even better if, when subordinate tasks got into a certain status, the original task automatically changed the status to the next one along the "route".
Is it possible to organize such behavior and by what means?
