How can I implement a certain speed multiplier?

Good afternoon.
I would like to make a horizontal tape measure.
A little earlier, I asked the question of how to draw all this on canvas and they sent me excellent 2 examples. I figured it out a little and implemented this.

The only thing I don't understand is how can I make a certain speed multiplier depending on the base one, so that the beginning is smooth, the middle is fast, and the end is slow. In the last question, they sent me an example of how to implement this, but to be honest, I could not figure it out.
