The question is that the telecom operator issues static addresses only for legal entities, is it possible to access the registrar outside the local network?

What kind of registrar? What are the cameras going to look at?
Most of them (especially the Chinese) know how to P2P, when a "white" IP is not needed at all.
You can also raise the VPN on a router or registrar to some device with a "white" IP and forward the port there
