How can I force an IP change on one machine?

Once I made a restriction on the entrance to one site on one of the IPs (according to the first two bits, to be exact). I did this business through an old router, which was successfully buried in an unknown grave. Now I'm trying to get an external IP from the same range.
I don’t know the topic of network addresses very deeply, but by empirical (and then Google) way I found out that the external IP from one machine can be different if you connect ethernet directly, with an intermediary router (= through a wireless network from this router), and through ethernet-USB adapter (moreover, each usb slot gives a different IP (why?)). All methods gave addresses from the provider's list of ranges.
So the question is: is there any other way to cause a change in the external address?

a sequence of commands ipconfig /release *and ipconfig /renew *may lead to a change in the IP address issued by the provider via DHCP (may not lead).
You can also try to contact the support of the provider and describe your problem. if the provider owns any IP addresses from the range that interests you, then they can meet halfway.

If you have a static IP - write to support, because here cuckoo - not cuckoo, but you will receive the same IP every time. If dynamic - change the poppy or turn off for a sufficiently long interval (depends on the lease time).

If the desired external ip does not belong to your provider, you will never get it. If it belongs - contact technical support, you might be lucky. If you are not lucky, try contacting the current owner of the address and ask him for a vpn.
Well, or get to the site through the technical support of the hosting...
