How can I find and check if an mp4 file contains copyrighted music?

I'm trying to make a system that can find a song in a file, recognize it and give it a title, and then check if it's copyrighted.
I wrote a simple system that can return a list of licensors by track name using the Discogs API.
Now another problem has arisen, without using an API like ACRCloud or Audd.io, you need to do what ACRCloud or Audd.io does, namely to recognize a track in an audio / video file.
I dug Google and Github for three hours, but I did not find a solution.
I also did not find the source codes of such systems on the net.
I don't know what to do anymore.
